The Project Manager is the individual responsible for delivering the ICT Transformation project. This individual will lead and manage the project team, with authority and responsibility from the ICT Board, to run the project on a day-to-day basis. PRojects IN Controlled Environments 2 is the standard project management method and is applicable to all project types.

As well as the formal responsibilities set out in methods such as PRINCE2, the project manager has an important role in interfacing between the ICT Transformation project and business areas. This is important for communicating and encouraging the need for transformation and change within the business areas in tandem with the delivery of new capabilities from the project. The readiness of the business to exploit the new capability is crucial to success. Without this state of readiness in the business, there are likely to be disruptions and delays in the plan for benefits realisation

Specific responsibilities of the project manager

The project manager, operating within agreed reporting structures, is responsible for:

  • Designing, managing and implementing a new ICT Service delivery function by applying appropriate project management techniques to achieve the project deliverables
  • planning and monitoring the project, adopting any delegation and use of project assurance roles within agreed reporting structures
  • preparing and maintaining project, stage and exception plans as required
  • managing project risks, including the development of contingency plans
  • monitoring overall progress and use of resources, initiating corrective action where necessary and assisting with obtaining resources, support and advice for the project
  • applying change control and configuration management processes
  • reporting on project progress through highlight reports/presentations and end-stage assessments to the Project Director, ICT Board and key stake-holders
  • maintaining an awareness of potential interdependencies with other projects and their impact
  • adopting and applying appropriate technical and quality strategies and standards
  • managing project administration
  • conducting a project evaluation review to assess how well the project was managed
  • preparing any follow-on action recommendations

Skills and attributes needed to be the ICT Transformation Project Manager

The project manager should:

  • demonstrate experience and a track record of successfully delivering large complex technology-related projects, within challenging timescales to defined quality and cost parameters, in the Public Sector and preferably within Local Authorities
  • have knowledge and experience of benchmarking and designing ICT Service delivery functions
  • evidence an understanding of public sector contracts and procurement processes
  • have experience of working within mixed-sourced service delivery models
  • have experience of project managing change programmes of this magnitude to verifiable, successful outcomes by application of a PRINCE2 project management approach
  • be able to establish a good working relationship with the Senior Responsible Owner and Project Director/Head of ICT and be able to work confidentially and sensitively with all stakeholders.
  • have awareness of IT-specific industry standards and frameworks e.g. ITIL/TOGAF/COBIT and of various ICT Service delivery functions
  • be willing to work on-site and off-site
